Hu.,Fro'm the City Mana~.~u <br /> <br />September 25,2006 <br /> <br />Subject <br />Resolution supporting Propositions 1A. 18, 1C, 10, 1E, and 84 on the November, 2006 <br />State Wide Ballot, to provide funding to address critical infrastructure needs at the state <br />and local level <br /> <br />Recommendation <br />Adopt the Resolution supporting Propositions 1A, 18, 1C, 1D, 1E, and 84 on the <br />November, 2006 State Wide Ballot <br /> <br />Background <br /> <br />It's estimated that California's population will reach 50 million in the next 20 years, which <br />represents twice what the state's current infrastructure was designed for. This massive <br />population increase is reflected in local cities, including Redwood City where the <br />population has grown approximately ten-percent in just the last five years. Likewise, the <br />infrastructural needs of local cities are becoming strained in large part due to these <br />population increases, and the aging of the infrastructure elements. <br /> <br />The Rebuild California Plan, on the ballot as Propositions 1A - 1 E, begins making steady <br />improvements to infrastructures now - and continuing over the next 10 years - to sustain <br />the state's economy and our population's quality of life for the long term. The purpose of <br />these propositions is to help address our community's needs in the areas of <br />transportation, traffic, housing, schools, and flood prevention. <br /> <br />These propositions enjoy bipartisan support at all levels of government and the <br />community, with no known organized opposition. The League of California Cities strongly <br />supports these propositions. <br /> <br />The Rebuild California Plan uses existing taxes only, and includes strict accountability <br />about how the money is spent, including public reports and regular audits. Below are <br />, summaries of each of the Rebuild California Plan propositions: <br /> <br />. Proposition 1A (Transportation) - Closes a legal loophole to prevent gas <br />taxes from being diverted from transportation projects - with a fair share <br />of funding guaranteed to every region. <br /> <br />. Proposition 1 B (Traffic) - Provides $20 billion to expand and repair the <br />state's most dangerous and congested highways, with funds for public <br />transit and to reduce air pollution. <br />
