Wagstaff and Associates Proposal for Services <br /> City of Redwood City Peninsula Park Project BR Addendum Project <br /> September 28, 2006 Page 1-7 <br /> • Transportation and Circulation: The Addendum will describe the potential traffic <br /> impacts of the Peninsula Park project in comparison to the 2003 EIR project and 2003 <br /> EIR Alternative 6. Emphasis will be placed on comparative daily and peak period (AM <br /> and PM) traffic generation and distribution characteristics, the effects of any currently <br /> proposed transit and transportation demand management (TDM) measures, and the <br /> associated effects of these factors on the study intersection impacts and mitigation <br /> needs described in the 2003 EIR for the previously-proposed project and Alternative 6. <br /> The remaining intersection, access driveway, and internal circulation mitigation <br /> requirements for the currently-proposed Peninsula Park project will then be identified. <br /> The comparison of traffic generation characteristics, associated project and project-plus- <br /> base case and project-plus-cumulative impacts on roadway and intersection operation <br /> (study intersection LOS) and related mitigation needs will be prepared with the <br /> assistance of Fehr & Peers, transportation consultants, who prepared the transportation/ <br /> traffic analysis for the 2003 EIR. <br /> The traffic analysis approach described above assumes that the existing transportation/ <br /> traffic setting has not changed substantially over the last four to five years. <br /> For the traffic analysis, projected development of the Pete's Harbor area and the <br /> Bayside Gardens (Syufy) site under Cumulative Conditions will be updated with uses <br /> and intensities identified by City staff. The traffic scope will include the updated <br /> Downtown and citywide cumulative assumptions and analysis completed by Korve <br /> Engineering for the Downtown Precise Plan EIR. <br /> • Biological Resources: The Addendum will describe the potential impacts of the <br /> Peninsula Park project on biological resources in comparison to the 2003 EIR project <br /> and 2003 EIR Alternative 6. Based on the impact findings of the 2003 EIR related to <br /> estuarine (Bay) fill, and related public concerns raised at the July 11, 2006 Community <br /> Information Meeting, emphasis will be placed on the comparative estuarine (Bay) fill <br /> aspects of the project (greater or less than the previous project) and associated <br /> implications for: (1) project impacts on steelhead and Chinook salmon, estuarine <br /> "essential fish habitat" (bottomfish such as rockfish, flat fish, sharks, rays, etc.) and <br /> water column species (Pacific sardine, northern anchovy, etc.), California clapper rail <br /> habitat, and other estuarine linked special status species; (2) project-related loss of <br /> estuarine "navigable and other waters of the United States" and associated jurisdictional <br /> approval and mitigation requirements; (3) project-related loss of"saline emergent <br /> wetlands"; and (4) project-related loss of"fresh emergent wetlands." Comparative bird <br /> collision mortality impacts associated with the project building heights will also be <br /> described. In addition, the comparative construction period effects on the intertidal <br /> wetland edges of Redwood Creek and Smith Slough, and associated bird species, will <br /> be described. Remaining biological impact mitigation requirements for the currently <br /> proposed Peninsula Park project will then be identified. <br /> • Hydrology and Water Quality: The Addendum will describe the potential impacts of <br /> the Peninsula Park project on local hydrology and water quality conditions, in <br /> comparison to the 2003 EIR project and 2003 EIR Alternative 6. Based on the impact <br /> findings of the 2003 EIR related to estuarine (Bay) fill and related public concerns raised <br /> at the July 11, 2006 Community Information Meeting, emphasis will be placed on the <br /> comparative loss of marina water area, comparative tidal prism loss, comparative <br /> erosion and sedimentation impacts, and comparative long-term impacts on marina, <br /> C:IDocuments and SettingslkmateolLocal SettingslTemporary Internet Files10602 proposal section 1-rev.doc <br />
