<br />explosive or flammable compound, or any tablets or <br /> <br />other device containing any explosive substance, except <br /> <br />that the term "fireworks" shall not include any auto <br /> <br />flares, paper caps containing not in excess of an <br /> <br />average of 25/100ths of a grain of explosive content <br /> <br />per cap, and toy pistols, toy canes, toy guns or other <br /> <br />devices for use of such caps, the sale and use of <br /> <br />which shall be permitted at all times. <br /> <br />"'Section 12.102 The manufacture of fireworks <br /> <br />within the city is prohibited except under license <br /> <br />duly issued by the State Fire Marshal and under permit <br />,issued by the ChieI, whicn permit shall include such <br /> <br />reasonable conditions and requirements as, in the <br /> <br />. <br />opinion of the Chief, are necessary or proper to <br /> <br />eliminate hazard to property or danger to any person. <br /> <br />., I Section 12.103 <br /> <br />(a) It shall be unlawful for <br /> <br />any person (including fair associations, amusement <br /> <br />parks, or other organizations, or artisans in pursuit <br /> <br />of their trade) to possess, stqre, use, or explode any <br /> <br /> <br />fireworks for public displuYs of fireworks except pur- <br /> <br /> <br />suant to a permit issued hereunder by the Chief for a <br /> <br />supervised public display of fireworks. <br /> <br />"t (b) The Chief shall have the authority to adopt <br /> <br />reasonable rules and regulations for the granting of <br /> <br />permits for supervised public displays of fireworks, <br /> <br />and such permits shall include such reasonable con- <br /> <br />ditions and requirements as in the opinion of the <br /> <br />Chief are necessary or proper to eliminate hazard to <br /> <br />property or danger to any person. <br /> <br />-7- <br />
