Determination of complianc~,with the foregoing <br />requirements of an~.,proposed residence location shall be <br />made by the Fire Chief. <br />"(b) Personnel assigned to, and actively engaged in, <br />law enforcement duties (excluding dispatchers, telephone <br />operators, clerical employees, machinists, mechanics, or <br />other persons whose duties do not clearly fall within the <br />scope of active law enforcement activities) in the Police <br />Department shall maintain residence westerly of the San <br />Francisco Bay and so situated as to provide that such <br />personnel shall consume not more than 30 minutes travel <br />time from such residence to the police Department headquarters <br />traveling by motor vehicle over the most direct route and <br />under normal driving conditions. Determination of compliance <br />with the foregoing requirements of any proposed residence <br />locat.ion shall be made by the Chief of Police,." <br />SECTION 3. Section 23.31 of the Code of the city of Redwood <br />city is hereby amended to read as follows: <br />"Section 23.31 Increases within salary ranges estab- <br />lished by the City Council shall be administered as follows: <br />"(a) Initial appointments shall normally be made at <br />the lowest step or rate of pay. Upon approval of the Council, <br />such appointments may be made at the second or third step <br />(for salary ranges expressed in steps) or at any rate between <br />the minimum or maximum of a salary range (for salary ranges <br />not expressed in steps) when justified upon consideration <br />of (1) the difficulty of locating qualified personnel, or <br />(2)'an appointee's experience, education, knowledge of the <br />particular duties required, personal fitness for the position, <br />and such other criteria as may be reasonably related to such <br />preferential consideration on the basis of merit. <br /> <br />, <br /> <br />-2- <br />
