SEC'rION 2. APPltOPRI!\.'rrgl'Lf?. From and after t.he operative date of this ordinance, the several amounts stated in the annual budget referred to in Section 1 hereof as proposed e^~enditures shall become a,nd thereaft,er be appropria'ted to the offices, departments, objects and purposes therein stated for the fiscaI year to which said budge.t is intended to apply and said moneys are hereby authorized to be expended for the purposes and objects specified in said budget~ The Budget Message, Budget Summa~y and Financial Summaries, and the notations, memoranda and information contained in those portions of the budget identified as Departmental Programs consisting of the portions thereof designated program financing, program mission, sub-program explanationr objectives and comments, and personnel allocation, are for informational purposes only and shall not be construed to limit or affect in any manner any appropriation item. To the extent otherwise permissible, actions affecting such information items may be taken from time to time without amend- ment hereto; or to the budget incorporated herein. SECTION 3. TRANSFERS, ADD I TIOKk.L APPROPRIATIONS, CAN- CELLATIONS. From time to time during the fiscal year to which said budget is intended to apply, the Council may transfer sums from any appropriated item to any other appropriated item by resolution. Additional appropriations may be made and author- ized in accordance with the procedure established in Section 51.5 of tlle Charter of the City of Redwood city. No appropria- tion set forth in said budget, or in any subsequent ordinance or resolution, shall be cancelled in whole or in part except '. by ordinance adopted by the affirmative vote of 5/7ths of all members of the Council: provided, however, tllat transfers of sums from one appropriated item to any other appropriated item may be accomplished by resolution. - 2 - r'
