<br />hereby declares itself to be, the agency provided in section 1 <br /> <br />hereof, and that all the rights, powers, duties, privileges and <br /> <br /> <br />immunities vested by the community Redevelopment Law in such <br /> <br /> <br />agency shall be, and are, vested in said Council. <br /> <br />SECTION 4.
