<br />procedures, pursuant to which the Council is otherwise <br /> <br />authorized or empowered to order and accomplish other <br /> <br />works of improvement to or within the public streets, <br /> <br /> <br />easements, rights of way or other public places. <br /> <br />"Section 11.68. Upon compliance with the pro- <br /> <br />visions of Article II, Chapter 18 of this Code and adoption <br /> <br />of the resolution of preliminary determination and the <br /> <br /> <br />resolution of intention referred to therein, the City <br /> <br /> <br />Council shall have jurisdiction to proceed with the work <br /> <br />of conversion without petition, and in such case no <br /> <br /> <br />general law or local ordinance requiring or providing <br /> <br />for initiation of such proceedings by petition shall be <br /> <br /> <br />applicable to such proceedings." <br /> <br />SECTION 2.
