11. All known relevant factors have been considered, and the proposed Franchise <br />Agreement with RCN incorporates requirements considered to be consistent with the <br />requirements of California Government Code Section 53066.3, and to be competitively <br />neutral and nondiscriminatory with respect to the franchise held by the current cable <br />operator. <br /> <br /> 12. Based upon the findings set forth herein, approval and execution of the <br />Franchise Agreement with RCN is in the best interest of the health, safety and welfare of <br />the City of Redwood City. <br /> <br /> Section 2. That certain Franchise Agreement entitled, "Cable System Franchise <br />Agreement Between the City of Redwood City and RCN Telecom Services of California, <br />Inc.", form dated August 2, 2000, a copy of which is on file in the office of the City Clerk, to <br />which copy reference is hereby made for the full particulars thereof, is hereby approved, <br />and the City Manager and City Clerk are hereby authorized and directed to execute, and <br />to attest thereto, respectively, said agreement for and on behalf of the City of Redwood <br />City. <br /> <br /> Section 3.
