U. Urgency interim regulations temporarily prohibiting development within <br />the Study Area are necessary in order to conduct studies of alternative and revised land <br />use regulations and to implement such regulations. <br /> <br /> V. The aforesaid conditions constitute an emergency endangering the public <br />health, safety, and welfare requiring enactment of emergency measures. <br /> <br /> Section 2. Prohibited Acts. From and after the operative date hereof and <br />so long as this ordinance shall remain in effect, including such periods extending the <br />effective date of this ordinance, no building permits, use permits, architectural permits, <br />planned development permits, zoning variances, zoning permits, subdivisions, or any <br />other land use entitlements shall be issued or approved with respect to properties within <br />the Study Area. <br /> <br /> Section 3. Implementation. The City Manager, Director of Community <br />Development, Chief Building Official, Zoning Administrator, and all other officers and <br />employees of the City are hereby authorized and directed to implement the provisions of <br />this ordinance. <br /> <br /> Section 4. Supercession. Any and all ordinances, resolutions, directives <br />or other regulations, or portions thereof, in conflict with the provisions of this ordinance are <br />hereby superceded, and the provisions hereof shall govern and prevail over such <br />conflicting matters. <br /> <br /> Section 5. Effective Date. This ordinance is an emergency measure <br />enacted in furtherance of the public safety, health, and welfare as set forth in Section 1 <br />hereof and shall be effective upon the date of its adoption; provided, that this ordinance <br />shall be operative retroactively from and after July 24, 2000, provided further, that this <br /> <br /> 4 <br /> <br /> <br />
