No appropriation set forth in said budget, or in <br /> <br /> <br />any subsequent ordinance or resolution, shall be cancelled in whole <br /> <br /> <br />or in part except by ordinance adopted by the affirmative vote of <br /> <br /> <br />5/'/ths of all members of the Council; provided, however, that <br /> <br /> <br />tr:ll1sfers of sums from one appropriated item to any other appro- <br /> <br /> <br />priated item may be accomplished by resolution. <br /> <br />SECTION 4. EXPENDITURES.
