4/24/00 <br /> means by which a c_aloper may meet, in part or in ~ .~. ,e, traffic mitigation <br /> <br /> requirements under CEQA; provided that a developer required to pay a fee as <br /> mitigation, or construct an improvement as mitigation, under CEQA for <br /> transportation system improvements shall not be required to pay the <br /> transportation impact fee established under this Article for those same system <br /> improvements. <br /> <br />Section 18.247 - Definitions: <br /> <br /> The following and words and terms as used in this Article shall have the meaning <br />respectively ascribed thereto: <br /> <br /> 18.247.1 "Administrator" means the Director of Community Development Services, <br /> or his or her designee, who shall administer the provisions of this Article. <br /> <br /> 18.247.2 "Applicant" means the owner of real property proposed for development, <br /> or the Applicant's authorized agent. <br /> <br /> 18.247.3 "Capital Improvement" includes transportation planning, preliminary <br /> engineering, design engineering, land surveys, rights-of-way acquisition, <br /> construction engineering, permitting, construction, and inspection of all <br /> necessary features for any road ("road" as used herein is interchangeable <br /> <br /> with "street') construction project, including, but not limited to: <br /> a. Construction of through lanes; <br /> b. Construction of turn lanes; <br /> c. Construction of bridges; <br /> d.
