The City Council hereby declares that it <br /> <br /> <br />would have passed each section, subsection, subdivision, paragraph, <br /> <br />sentence, clause, or phrase thereof, irrespective of the fact that <br /> <br /> <br />anyone or more sections, subsections, subdivisions, paragraphs, <br /> <br />sentences, clauses, or phrases be declared unconstitutional. <br /> <br />SECTION 3.
