<br />overhead wire or associated overhead structure in any public <br /> <br />street, alley or way in violation of any provision of this <br /> <br /> <br />article. <br /> <br /> <br />"From and after the establishment of any underground <br /> <br />utility district it shall be unlawful for any person, includ- <br /> <br /> <br />ing utility companies, to erect, maintain or operate any <br /> <br /> <br />pole, overhead wire or associated overhead structure in any <br /> <br /> <br />public street, alley or way in such district except as may <br /> <br />otherwise be provided in this article. <br /> <br /> <br />"Each consecutive ten day period, or fraction thereof, <br /> <br />during which the failure to comply with the provisions hereof <br /> <br /> <br />shall continue ,~l constitute a separate offense. <br /> <br />"Section 11.32 In the event that any act required <br /> <br /> <br />by this article cannot be performed within the time provided <br /> <br /> <br />on account of shortage of materials, war, restraint by public <br /> <br />authorities, strikes, labor disturbances, or any other cir- <br /> <br />cumstances beyond the control of the persons subject to this <br /> <br />section, then the time within which such act will be accom- <br /> <br />plished shall be extended by resolution of the City Council <br /> <br /> <br />for a period equivalent to the time of such limitation. <br /> <br />"In the event that the City Council determines that <br /> <br /> <br />the public interest and necessity require an extension of <br /> <br />time within which any act required to be performed by this <br /> <br /> <br />article shall be performed (either to coordinate the install- <br /> <br /> <br />ation of underground facilities with other public works or <br /> <br /> <br />otherwise), then the time in which the act shall be accom- <br /> <br /> <br />plished may be extended by resolution of the City Council. <br /> <br />"DIVISION 2. ESTABLISHMENT OF DISTRICTS <br /> <br /> <br />"section 11.40 The Council may create underground <br /> <br /> <br />utility districts in any portion of the City pursuant to <br /> <br />-2- <br />
