This section shall not 1.e applicable to portions of <br /> <br />the city water system upon which city funds are expended to <br /> <br />partially pay the e~?ense of construction if the purpose of <br /> <br />the City's contribution to the over-all cost is to cause the <br /> <br />construction of a larger water main than would have been con- <br /> <br />structed without the city's contribution. This section shall <br /> <br />not be applicaJ::Jle to '.'later mains constructed to replace or <br /> <br />supplement previously constructed water mains in the same <br /> <br />vicinity. <br /> <br />"(b) For purposes of this section, water systems con- <br /> <br />structed prior to the eiiective date oi this article shall be <br /> <br />presumed to have been constructed at the sole cost of the <br /> <br />adjoinins property owners.
