Adoption and Amendment of General Plan. "Section 18.60 The General Plan or any part or ele- ment thereof, and any amendment to such plan or any part or element thereof, shall be adopted in the manner provided in this article. "Section 18.61 Proceedings may be initiated by either resolution of intention of the Planning COlnmission or the City Council. "A resolution of intention of the Council may ei'ther direct the COHunission to prepare a plan, or part or element thereof, or may refer a proposal to the COID.l11ission for review. The resolu,tion may establish a time within which the Commission shall return its report, reco~nendations and any revised or alternative plan. "section 18.62 The Planning COinmission shall hold a public hearing before approving a General Plan or any part or element thereof, or any amendment to such plan or any part or element 'thereof. The time and place of the hearing shall be set by, and notice thereof given by, the Planning Director at least ten calendar days before the hearing by publication at least once in a newspaper of general circulation published and circulated in the City. "In addition to notice by publication, the Planning conunission may direct the Planning Director to give notice of the hearing in such other manner as it n~y deem necessary or desirable. -3- 1
