It shall not be necessary for the <br /> <br />Planning Commission to hold a public hearing on the change, <br /> <br />addition or revision. <br /> <br />"Section 18.67 <br /> <br />The adoption of the General Plan or any <br /> <br />part or element thereof, or any amendment to such plan or any <br /> <br />part or element thereof, shall be by resolution of the City <br /> <br />Council. <br /> <br />11Any General Plan, or part or element thereof, may be <br /> <br />supplemented by more specific developmen't plans which may be <br /> <br />adopted either as amendments to the General Plan or as interim <br /> <br />plans that do not affect the General Plan. <br /> <br />"Section 18.68 <br /> <br />After the city Council has adopted all <br /> <br />or part of a General Plan, the Planning corrunission may: <br /> <br />II (a) Investiga"ce and make recommendations to the City <br />Council upon reasonable and practical means for <br />putting into effect the General Plan or part thereof, <br />in order that it will serve as a pattern and guide <br />for the orderly physical grow'ch and development <br />of 'the City. The measures recommended may include <br />plans, regulations and financial reports. <br /> <br />"(b) Endeavor to promote public interest in and under- <br />standing of the General Plan, and regulations <br />relating to it. <br /> <br />II (c) Consult and advise with public officials and agencies, <br />public utility companies, civic, educational, pro- <br />fessional organizations and citizens generally in <br />regard to carrying out the General Plan.1I <br /> <br />SECTION 3. Any proceedings for the adoption of a General Plan <br /> <br />initiated under Resolution No. 4617, adopted Narch 24, 1965, shall <br /> <br />be continued under the procedure established by that resolution <br /> <br />and, on adoption, shall be given the same force and effect as if <br /> <br />adop'ted under the procedure established by this ordinance. No new <br /> <br />proceedings for the adoption of a General Plan shall be instituted <br /> <br />under Resolution No. 4617 after the effective date of this ordinance. <br /> <br />SECTION 4.
