"Section 18.67 The adoption of the General Plan or any part or element thereof, or any amendment to such plan or any part or element thereof, shall be by resolution of the City Council. 11Any General Plan, or part or element thereof, may be supplemented by more specific developmen't plans which may be adopted either as amendments to the General Plan or as interim plans that do not affect the General Plan. "Section 18.68 After the city Council has adopted all or part of a General Plan, the Planning corrunission may: II (a) Investiga"ce and make recommendations to the City Council upon reasonable and practical means for putting into effect the General Plan or part thereof, in order that it will serve as a pattern and guide for the orderly physical grow'ch and development of 'the City. The measures recommended may include plans, regulations and financial reports. "(b) Endeavor to promote public interest in and under- standing of the General Plan, and regulations relating to it. II (c) Consult and advise with public officials and agencies, public utility companies, civic, educational, pro- fessional organizations and citizens generally in regard to carrying out the General Plan.1I SECTION 3. Any proceedings for the adoption of a General Plan initiated under Resolution No. 4617, adopted Narch 24, 1965, shall be continued under the procedure established by that resolution and, on adoption, shall be given the same force and effect as if adop'ted under the procedure established by this ordinance. No new proceedings for the adoption of a General Plan shall be instituted under Resolution No. 4617 after the effective date of this ordinance. SECTION 4.
