<br />"A permit may be issued subject to such conditions <br /> <br /> <br />as are deemed necessary to protect the safety of the persons <br /> <br /> <br />attending the dance and the residents and property owners <br /> <br /> <br />of the surrounding neighborhood. <br /> <br />"Section 4.21 Any denial of an application for a <br /> <br />public dance permit or the establishment of any condition <br /> <br /> <br />thereon may be appealed to the City Council within 30 days <br /> <br /> <br />after the date of mailing of the notice of the Chief of <br /> <br /> <br />Police's action to the applicant. The appeal shall be in <br /> <br />writing and shall be filed with the City Clerk. The appeal <br /> <br /> <br />shall be reviewed by the City Council after notice to the <br /> <br /> <br />applicant of the time and place of review and the City <br /> <br />Council shall, after review, either grant, conditionally <br /> <br /> <br />grant, or deny the permit. <br /> <br />"Section 4.22 No permit shall be valid for a period <br /> <br /> <br />of more than 12 calendar months. <br /> <br /> <br />"Section 4.23 It shall be unlawful for any person <br /> <br /> <br />to conduct, permit or carryon any public dance between the <br /> <br /> <br />hour of 1 a.m. and the hour of 7 a.m. of the same day. <br /> <br />"Section 4.24 Any dance permit may be revoked by <br /> <br /> <br />the City Council at any time it is determined that any <br /> <br /> <br />conditions of the permit are violated, or that any of the <br /> <br />provisions of Section 4.18 would be violated by continued <br /> <br /> <br />operation, or that any law, ordinance or regulation would <br /> <br /> <br />be violated by the continued operation. <br /> <br />Before revoking any permit, at least five days notice <br /> <br /> <br />shall be given to the applicant and he shall be given an <br /> <br /> <br />opportunity to be heard by the Council." <br /> <br />SECTION 3.
