<br />. <br /> <br />Attend meetings with City staff and others, including the City Council's Utilities Committee, <br />as requested by City staff. Discuss findings, recommendations, and alternatives for <br />consideration and receive ongoing input. <br /> <br />Task 3 - Landscape Irrigation Rates <br />· Assist City in development of landscape irrigation water budgets and an irrigation rate <br />structure designed to encourage efficient landscaping water use. <br />· Provide input and analytical support as needed related to City's development of landscape <br />irrigation water budgets. The City has been collecting data on the consumption patterns of <br />its landscape irrigation customers and anticipates developing individualized water budgets <br />for each customer based on factors such as landscaping square footage and evapotranspiration <br />rates. <br />· Assist in development of a single rate structure for all landscape irrigation customers. <br />Currently, many homeowners associations pay higher rates for landscape irrigation than <br />comparable commercial customers. <br />· Assist with evaluation of irrigation rate alternatives. For example, the higher rate tiers may <br />be sized to recover the full costs of the City's conservation program. <br />· Attend meetings with City staff and others, including the City Council's Utilities Committee, <br />as requested by City staff. Discuss findings, recommendations, and alternatives for <br />consideration and receive ongoing input. <br /> <br />Related Services <br />· Provide additional analysis and support throughout the rate structure evaluation and <br />development process as requested by City staff. <br />· Assist City in public outreach efforts and compliance with Proposition 218. Help the City <br />communicate the proposed rate structure modifications, the rationale for the adjustments, and <br />the potential impacts to affected parties to help build public acceptance for final <br />recommendations. Pursuant to Proposition 218, the City will need to send notification of <br />proposed rate adjustments to affected property owners and hold a public hearing at which the <br />adjustments would be subject to majority protest. BW A will assist the City with <br />development of the Proposition 218 notice and can attend a public workshop to help inform <br />customers of the proposed rate structure adjustments, and receive input. <br /> <br />AVAILABILITY AND FEES <br /> <br />1. Bartle Wells Associates is prepared to begin work upon the City of Redwood City's <br />authorization to proceed. <br /> <br />2. During the project, we will be available at all reasonable times and on reasonable notice for <br />meetings and consultation with City staff, Council members, consulting engineers, and <br />others as necessary. <br />3. All work will be performed by Bartle Wells Associates. BW A proposes to assign Alex <br />Handlers, Vice President and Tom Gaffney, Principal to assist the City on this assignment. <br />Alex and Tom may be assisted by other BW A consultants as needed. <br />4. The fee for professional services is payable as the work proceeds as provided in our Billing <br />Rate Schedule, but will not exceed $22,500 (including expenses) without prior written <br /> <br />Agreement over $10K <br />City Attorney Approved Version 111803 <br /> <br />11 <br />
