To maintain the Tree City USA designation which requires: <br />· A minimum budget. <br />· An Arbor Day celebration. <br />· A tree ordinance. <br />· A citizen tree-oversight body. <br />. To perform maintenance activities to accepted arboricultural industry <br />standards using: <br />· American National Standards Institute A-300 Pruning Standards <br />. International Society of Arboriculture Best Management Practices. <br />. UC Davis planting and staking standards published by Dr. Richard <br />Harris. <br />. To communicate with the residents and businesses in Redwood City <br />about tree maintenance activities in a timely and professional manner. <br />. To practice an Integrated Pest Management (IPM) approach to insect <br />and disease control. IPM uses predatory insects and non-chemical <br />controls first and low toxicity chemicals only when necessary. <br /> <br />c. There is a "Sidewalk Repair & Street Tree Preservation Policy" approved in <br />1984. The plan allows for a 20-year rotation cycle time repairing sidewalks <br />through the entire city, which now is estimated to be 30 years. <br /> <br />d. Currently, conditions for removal of a protected tree in Redwood City are: <br />The tree must be dead, dying, structurally unsound, or obstructing a <br />permitted improvement such that it will be killed or become structurally <br />unsound when the improvement is implemented.2 Other considerations for <br />a removal permit are proximity to existing or proposed structures, <br />interference with utility service and the number of healthy trees that a given <br />parcel of land will support. <br /> <br />Findings: <br /> <br />a. Engineering standards note the use of root barriers when planting street <br />trees. In practice, none are used. <br /> <br />b. Currently, the City's ordinance does not require that trees removed by <br />permit be replaced. Existing practice is that tree replacement is a condition <br />of the removal permit. <br /> <br />c. Many residents are not satisfied with the current ordinance regarding tree <br />removal.
