There is a difference between the path of appeals for (a) street trees as <br />defined in Streets, Sidewalks and Driveway Chapter: city staff to City <br />Council; and (b) private trees as covered in the Tree Preservation Chapter: <br />city staff to the Park and Recreation Commission to City Council. <br /> <br />n. There is no formal arborist or tree review process in community <br />development department. <br /> <br />o. There is no exception to engineering standards that would allow moving <br />curbs for trees. <br /> <br />p. The City has good resource relationships with other governmental and tree <br />organizations and a partnership with City Trees, and The Native Daughters <br />of the Golden West, but no apparent partnerships with other Redwood City <br />tree stakeholders i.e. residents, organizations, or businesses, developers. <br />etc. <br /> <br />q. All pruning of protected trees (38" or greater circumference) on private <br />property requires a permit. <br /> <br />r. There is no replacement policy for aging urban forest. <br /> <br />Topic 4. Enforcement <br /> <br />Recommendations: <br /> <br />14.lncrease penalties for illegal tree removal for repeat offenders comparable to <br />neighboring cities. Increase penalties for violation of permits as well as <br />ordinances. <br /> <br />15.Create an ordinance to protect public right-of-way planting strips, by <br />prohibiting paving/altering planting strips and/or parking on planting strips, so <br />that tree sites are appropriate for healthy tree growth. Reclaim public ROW. <br /> <br />16. Monitor the health of trees that have been planted as mitigation for tree <br />removal/permit conditions and illegal removals. <br /> <br />Context: <br /> <br />a. Statistics of tree violations: "All of the illegal tree removal violations over the <br />last 18 months have received a replanting condition. From Oct 17, 2003 to <br />present, staff records 21 violations. Of those, 8 are removals or severe <br />pruning that caused follow-up removal and replacement."
