addressed topics from the purpose statement document.

7A
Page 4

Prioritization for Implementation
The Tree Task Force's scope of work was broad-based and touched upon nearly every
aspect of the City's tree related programs, policies, ordinances, and practices. The
recommendations may constitute approximately two years' worth of effort to bring into
place. There are some recommendations that will be relatively simple to implement in the
near-term. Others will require additional research and discussion as well as Council
consideration if they result in ordinance changes or budget appropriations. The potential
creation of a standing Tree Advisory Committee is also a pivotal decision for the City
Council.

Attachment 2 identifies which recommendations are considered by staff to be "Phase 1," or
thought to be relatively straightforward to implement, and "Phase 2," those requiring more
study and possibly budget considerations.

Alternatives
Accept some or none of the Community Tree Task Force's recommendations in concept
with respect to the City's codes, policies, and practices regarding the regulation oftrees on
public and private property.

Fiscal Impact
All of the proposed recommendations will require more staff time, at least as they are
presented. The recommendations that can be accommodated in the near-term with
existing resources are identified as "phase 1" recommendations and can be incorporated
into existing workload.

The creation of a Tree Advisory Committee could make significant demands on staff time.
On the other hand, such a committee, if comprised of knowledgeable community
volunteers, could be very helpful to staff if they were charged to conduct some of their own
research and with providing community outreach.

Some of the other recommendations identified as "phase 2," will result in the need for
specific allocation of resources. These recommendations were highlighted in Attachment 2.

(;'~. /
".1 j;
. ,,~,....-,..,.."'"
..' /t>t-(' .
Ed erett
City Manager

Attachments
1.
