<br />Responds to citizen complaints involving personnel supervised. <br /> <br />Evaluates and develops programs pertaining to Departmental safety. <br /> <br />Performs related duties as assigned. <br /> <br />QUALIFICATIONS <br /> <br />Knowledge of: Modern concepts and practices of municipal, public and <br />police administration. Local, state and federal laws and case decisions <br />affecting police agencies. Methods of managing and planning for patrol, <br />investigation, crime prevention, youth services and family counseling, <br />tactical and major event planning, and miscellaneous police services. <br />Administrative duties to include modern personnel management practices and <br />performance evaluation; applicable memorandum of understanding; records <br />management; training management; advanced knowledge of research and <br />reporting methods; effective application of human relations techniques; use <br />of the budgeting system; and, use of computers as a resource. <br /> <br />Ability to: Plan, staff, direct, control and coordinate the varied <br />programs and responsibilities of a police department division. Effectively <br />work with and through employees and citizens. Research, analyze, study, <br />and report on topics relating to police practices and procedures; provide <br />resourcefulness in all facets of modern and progressive law enforcement <br />management; plan for major events and tactical situations; develop <br />programs, directives, guidelines and procedures; prepare staff reports with <br />options and recommendations; use computer as .a resource; communicate <br />clearly, objectively and effectively orally and in writing under pressure; <br />establish and maintain effective employee and citizen relations; analyze <br />situation accurately and swiftly and adopt an effective course of action; <br />physical and emotional conditioning to perform in the position; maximum <br />resource utilization; solicit creativity from employees; be perceptive and <br />innovative in the prediction and recognition of trends and problems and in <br />the analysis and development of solutions to problems; develop subordinates <br />through proper training, inspections and by conferring with subordinate <br />supervisors and officers; be a well rounded manager who anticipates <br />problems and seeks creative solutions by promoting a teamwork approach to <br />operations within a division; assume the responsibilities of the Police <br />Chief as necessary; meet the appropriate physical demands necessary for <br />adequate jOb performance. <br /> <br />Experience and Education <br /> <br />Any combination equivalent to experience and education that could likely <br />provide the required knowledge and abilities would be qualifying. A <br />typical way to obtain the knowledge and abilities would be: <br /> <br />Experience: <br /> <br />Five years of experience in municipal police work. <br /> <br />Have obtained the rank of Sergeant with the Redwood City Police Department <br />or a comparable law enforcement agency. <br />
