Comment 4-c:

Response:

maintenance and reinvestment.

Economic conditions in the proj ect Area are not
favorable. The Report to City Counci I does not
examine property values; however, County records
show ~ha~ ~he Amendmen~ Area property value
increases have lagged behind county wide increases
over the past few years. Addi tionally, retail
sales in the Amendment Area have not shown
significant increases. The increases in taxable
retail sales in the Amendment Area, as shown in
Table 11-9 of the Report to City Council, have not
been adjusted for inflation. According to Taxable
Sales in California published by the State Board
of Equalization, inflation in 1988 and 1987 was
4.6 percent and 4.1 percent respectively.
Adjusting the 1987 and 1988 increases in taxable
retail sales for inflation reduces the actual
increase in taxable retail sales to .2 percent in
1987 and .5 percent in 1988. And over the period
from 1986 to 1988 building permit valuations show
a cumulative decrease of 41 percent rather than an
increase.

Enhancing the Downtown Area's commercial
desirability is not a proper basis
redevelopment.

for

The CRL declares the purpose of redevelopment to
be the following:

a) Section 33037(a) - To protect and promote the
sound development and redevelopment of
blighted areas and the general welfare of the
inhabitants of the communities in which they
exist by remedying such injurious conditions
through the employment of appropriate means.

b) Section 33071 - The Legislature finds and
declares that a fundamental purpose of
redevelopment is to expand the supply of
low-and moderate-income housing, to expand
employment opportuni ties for jobless,
underemployed, and low-income persons, and to
provide an environment for the social,
economic, and psychological growth and
well-being of all citizens.

In line with these purposes, the primary reasons
for the Second Amendment, as noted in Part I of
the Report to the City Council, are:

4

11191
