<br />CWM:djm ll/06/89 (098/#25) <br />CWM: d j m ./ 29 / 8 9 R <br /> <br />the City and many others will choose to live outside <br /> <br />the Ci ty . <br /> <br />Because there are no specific development <br /> <br />proj ects planned at this time it is not known when <br /> <br />"in-commuter" housing needs would be generated, nor <br /> <br />is the magnitude of the need known at any point in <br /> <br />time. <br /> <br />Housing <br /> <br />demands <br /> <br />generated <br /> <br />by <br /> <br />future <br /> <br />development should be assessed during site specific <br /> <br />project and environmental review. <br /> <br />Developers of <br /> <br />those projects could be required to participate in <br /> <br />the mitigation of those impacts which would render <br /> <br />impacts in the areas of housing insignificant. <br /> <br />2. Target Set-Aside Funds. The Redevelopment <br /> <br />Agency should target "set-aside funds" to provide <br /> <br />housing for moderate, <br /> <br />low and very low income <br /> <br />households. <br /> <br />Housing funds <br /> <br />should be <br /> <br />spent in <br /> <br />proportion <br /> <br />to ABAG's <br /> <br />housing <br /> <br />need <br /> <br />figures <br /> <br />as <br /> <br />published in the Housing Needs Determination. <br /> <br />3. Negotiate With Private Developers. The Agency <br /> <br />should negotiate with private developers to maximize <br /> <br />the amount of low and moderate income housing in the <br /> <br />Redevelopment Area beyond the statutory minimums, and <br /> <br />to use its best efforts to encourage housing for <br /> <br />large households. <br /> <br />This is already the practice in <br /> <br />Redwood City. The Redevelopment Agency will continue <br /> <br />to follow its practice of discussing with interested <br /> <br />parties, the extent to which tax increment funds can <br /> <br />7 <br /> <br />11190 <br />
