III 51 <br /> <br />ORIGINAL <br /> <br />RESOLUTION ENDORSING MEASURE B ON SAN MATEO COUNTY <br />BALLOT FOR NOVEMBER 7, 1989 ELECTION PROVIDING FOR <br />APPROPRIATIONS LIMITATION INCREASE <br /> <br />WHEREAS, Article XIII B of the California Constitution <br /> <br />commonly known as the "Gann Initiative" (enacted by initiative <br /> <br />measure, at the special state-wide election held November 6, <br /> <br />1979) <br /> <br />establishes <br /> <br />appropriations <br /> <br />limitations <br /> <br />for <br /> <br />local <br /> <br />governmental agencies; and <br /> <br />WHEREAS, such limitations are adjusted annually on the basis <br /> <br />of changes in the cost of living and population; and <br /> <br />WHEREAS, such adjustments do not allow for costs which grow <br /> <br />at a faster rate than the cost of living and population <br /> <br />adjustments; and <br /> <br />WHEREAS, in the County of San Mateo the cost of criminal <br /> <br />justice, health care, and childrens services is growing at a rate <br /> <br />with exceeds the annual adjustments; and <br /> <br />WHEREAS, the Gann Initiative also permits appropriations <br /> <br />limi tations to be increased beyond annual adjustments upon a <br /> <br />favorable vote to that effect by the electorate; and <br /> <br />WHEREAS, Measure B on the San Mateo County ballot for the <br /> <br />November 7, 1989 election provides for an increase in the <br /> <br />appropriations limitation for the County of San Mateo; and <br /> <br />WHEREAS, if the appropriations limitation is not increased, <br /> <br />revenues which otherwise would be made available to the County <br /> <br />will be diverted to other agencies in the State; and <br /> <br />WHEREAS, increasing the appropriations limitation does not <br /> <br />increase taxes, but provides a means by which necessary <br />
