7. MATTERS OF COUNCIL INTEREST - <br />A. Legislation (information only) - This sub - section involves possible discussion of <br />City Position on Proposed Legislation described in the League of California Cities <br />Priority Focus Bulletin No. 44 -2006. Council may direct staff to act on positions <br />taken by Council. (Copies of League of California Cities Priority Focus available in <br />City Clerk's Department). <br />B. City Council Member Report of Conference /Meeting Attendance — Mayor <br />Pierce stated that she has attended a number of conferences regarding climate <br />protection and global warming. She stated that she would provide a bullet point <br />report to Council to highlight the critical information, the local impact and areas to <br />study during the priority setting session. She stated that the City is already doing <br />more than other jurisdictions are doing but there is a lot more expected as a result <br />of a bill signed by the Governor. <br />C. State of California Fiscal Year Report Requirement — Vice Mayor Foust <br />clarified that the financial report is in very good shape and explained that the State <br />requirement that the fiscal year report be published causes confusion. Council <br />Member Ira stated that the City has, in fact, received a certificate of achievement <br />for it's report. Council Member Hartnett stated that the State requirement is not <br />meaningful and that it would be helpful for staff to provide meaningful data in <br />conjunction with the required information. <br />D. Vice Mayor Foust — announced that at the recent Redwood Shores Community <br />Association's monthly board meeting approval occurred for the allocation of <br />$50,000.00 in matching grant funds to those residents in the Redwood Shores <br />neighborhood willing to donate dollars to the opening day collection of the <br />Redwood Shores branch library. She asked the Redwood Shores residents to <br />please make a contribution because any contribution from $100.00 upward will be <br />matched through the grant. For contributions above $1,000.00 the matching will <br />be $1,000.00. The program is available until December 31, 2006 and the <br />Association would like to see the funds used up. Vice Mayor Foust thanked <br />everyone in advance and stated that she along with Co -Chair Paula Uccelli will be <br />bringing a similar program to the greater Redwood City area in the near future. <br />E. Council Member Hartnett — stated that at the last Council meeting the topic of <br />the Housing Endowment and HEART Board requirement that individual members <br />contribute into the housing fund and commit to fundraising and soliciting <br />contributions from the community and how that is not appropriate for Council <br />Members designated to represent the City. He stated that he was informed by <br />Council Member Howard that Board Members are required to sign an agreement <br />to do those things.
