<br />REPORT <br /> <br />6.1C <br />Page 1 <br /> <br />To the Honorable Mayor and City Council <br />From the C~ Manager <br /> <br />December 11 , 2006 <br /> <br />Subject <br />Precise Plan Initiation for Peninsula Park <br /> <br />Recommendation <br />By motion, authorize initiation of a Precise Plan for "Peninsula Park" per recommendation <br />of the Planning Commission that would ultimately require a Zoning Map Amendment for <br />development of the 33-acre Peninsula Marina property. <br /> <br />Background <br />In late spring of 2004, the City approved the "Marina Shores Village" project (MSV). <br />Subsequently, the approval was overturned through a voter referendum in the fall of that <br />same year. MSV included two sites: Pete's Harbor and the Peninsula Marina. That project <br />included 1,930 housing units, a 200-room hotel, 50,000 square feet of retail, and 150,000 <br />square feet of office space on two waterfront sites with marina amenities. Building forms <br />included low-rise. mid-rise, and most significantly, twenty 240-foot high towers. As part of <br />the MSV project review, an Environmental Impact Report was certified and a Precise Plan <br />was prepared to govem the land use and design regulations for the entire project area. The <br />referendum repealed the MSV Precise Plan, which served as the zoning allowances for the <br />project development. Thus, zoning for both the Pete's Harbor and Peninsula Marina sites <br />have reverted back to previous designations. Pete's Harbor is currently zoned General <br />Commercial - Combined Residential (CG-R), and the Peninsula Marina site is zoned <br />General Commercial. The General Plan land Use Designation remains as Heavy <br />Commercial - Mixed Use, which allows for residential uses. <br /> <br />The referendum cited a wide range of specific concerns about MSV. To simplify, the major <br />issues included building height, density, traffic, public access, and other environmental <br />impacts. Since that time the developer has been considering alternate site development <br />options that would be more consistent with the existing zoning allowances and with <br />community sentiment. <br /> <br />Since summer 2006, the City has been in receipt of a concept-level application for the <br />Peninsula Marina portion of the site, which will be referred to as "Peninsula Park." A series <br />of five community meetings on the conceptual proposal concluded on October 17, 2006. <br />The meetings included two Joint Study Sessions before the Planning Commission and <br />Architectural Review Committee, as well as three facilitated, interactive workshops. The <br />purpose of the meetings was to solicit early public input on the conceptual plan prior to <br />commencement of the various studies and planning efforts that will be required during <br />project review. The request for Initiation of a Precise Plan is a necessary procedural first <br />step in the "formal" review process. <br /> <br />2005 City Agenda format <br />
