<br />6.1C <br /> <br />associated with the architectural approach within the particular Planned Community district. Page 3 <br /> <br />The Planned Community designation and associated Precise Plan for the Marina Shores <br />Village project were repealed by the referendum. Bottomley Associates, an urban design <br />firm, developed the Marina Shores Village Precise Plan. In that this firm has vast <br />experience with the project site, the City is in the process of contracting with Bottomley and <br />Associates for the preparation of the Precise Plan for Peninsula Park. If the Precise Plan <br />for Peninsula Park is initiated by City Council, staff will supervise the preparation of a new <br />plan for this site. Some components of the Marina Shores Village Precise Plan may <br />continue to be applicable, especially with respect to the provision and treatment of <br />pedestrian oriented waterfront access throughout the site, for example. Other components <br />will be all new, such as the provision of a community park with frontage on Bair Island <br />Road. <br /> <br />Environmental Review: An addendum to the Environmental Impact Report (EIR) for Marina <br />Shores Village is being prepared. Wagstaff and Associates prepared the Marina Shores <br />Village EIR and they are in contract with the City to prepare an addendum to that document <br />for Peninsula Park. The addendum will be a comprehensive stand-alone document. <br />Addendums are deemed to be appropriate when it is found that a subsequent project <br />proposal will generate fewer impacts or the same impacts to a lesser extent than the <br />project considered in the original EIR. In this case, the project density and height is <br />significantly reduced from the original Marina Shores Village proposal and it is anticipated <br />that the environmental review will confirm that impacts overall will be reduced. In the event <br />that new impacts are discovered, an alternate form of environmental documentation, such <br />as a subsequent EIR, will be prepared. <br /> <br />Next steDs - Review Process: As the Precise Plan and EIR Addendum are prepared, there <br />will be public meetings allowing for on-going publiC participation in the review process. In <br />that work on the Precise Plan has not commenced in earnest, timing and other details are <br />not yet available. <br /> <br />Alternatives <br />1. Authorize Initiation of a Precise Plan for an alternate site build-out scenario as <br />specified by Council. <br />2. Do not authorize Initiation of a Precise Plan for this site. <br /> <br />Fiscal Impact <br />The cost to review the project will have no fiscal impact on the City. The Peninsula Park <br />proposal is a "Planning Cost Recovery" project. As such, the cost for all consultant work, as <br />well as staff time, will be paid for by the applicant. In the event that the project is some day <br />entitled and constructed the provision of significant infrastructure upgrades and significant <br />increases in property tax, are expected to off-set future City operational cos or this area. <br /> <br /> <br /> <br /> <br />Attachment <br />Concept Level Site Plan <br /> <br />2005 City Agenda format <br />
