Recommendations for Future Programs, Business Terms, and Processes Related to the
Solid Waste Contractor Selection Process

Recommendation
Based on the presentation of recommendations by the South Bayside Waste Management
Authority (SBWMA) Board for future solid waste, recycling and organics collections
programs, and future agreements, it is recommended that the Council:

1. Express the Council's acceptance ofthe SBWMA's offer to manage the competitive
contractor selection process on behalf of the City by adopting the attached
resolution.

2. Affirm that the SBWMA's core package of services meet the City's needs by
delivering high-quality cost-effective programs and services that increase customer
convenience and increase diversion.

3. Review the SBWMA's optional programs and seNices that are intended to achieve
higher levels of diversion or customer convenience and identify those in which the
City has particular interest subject to receipt of the actual additional costs for these
services.

Executive Summary
The City's agreement for solid waste, recyclable material, and organic materials collection
services expires December 31,2010, as does the SBWMA agreement for operation of the
Shoreway Recycling and Disposal Center. These agreements have never been subjectto
a competitive selection process. In September 2005, the SBWMA initiated a contractor
selection process for the operating agreement and, on behalf of the member agencies of
the SBWMA, for the collection agreements.

Commencing February 2006, City staff became actively engaged with the Programs and
Facility (PAF) and the Process and Contracts (PAC) committees of the SBWMA in the
planning phase of this process. Over six months, the committees reviewed various
program, service, contracting, and selection process issues and made recommendations to
the SBWMA Board in August 2006. In October 2006, the SBWMA Board considered these
committee recommendations. made some modifications, and approved a set of core and
optional programs, business terms, and request for proposal provisions for
recommendation to the member agencies.

A presentation will be made (refer to Attachment 1) summarizing the SBWMA Board's
recommendations. Following the presentation the Council will discuss:

1) participating in the contractor selection process as part of the SBWMA;

2) the core and optional programs;
