Express the Council's acceptance ofthe SBWMA's offer to manage the competitive <br />contractor selection process on behalf of the City by adopting the attached <br />resolution. <br /> <br />2. Affirm that the SBWMA's core package of services meet the City's needs by <br />delivering high-quality cost-effective programs and services that increase customer <br />convenience and increase diversion. <br /> <br />3. Review the SBWMA's optional programs and seNices that are intended to achieve <br />higher levels of diversion or customer convenience and identify those in which the <br />City has particular interest subject to receipt of the actual additional costs for these <br />services. <br /> <br />Executive Summary <br />The City's agreement for solid waste, recyclable material, and organic materials collection <br />services expires December 31,2010, as does the SBWMA agreement for operation of the <br />Shoreway Recycling and Disposal Center. These agreements have never been subjectto <br />a competitive selection process. In September 2005, the SBWMA initiated a contractor <br />selection process for the operating agreement and, on behalf of the member agencies of <br />the SBWMA, for the collection agreements. <br /> <br />Commencing February 2006, City staff became actively engaged with the Programs and <br />Facility (PAF) and the Process and Contracts (PAC) committees of the SBWMA in the <br />planning phase of this process. Over six months, the committees reviewed various <br />program, service, contracting, and selection process issues and made recommendations to <br />the SBWMA Board in August 2006. In October 2006, the SBWMA Board considered these <br />committee recommendations. made some modifications, and approved a set of core and <br />optional programs, business terms, and request for proposal provisions for <br />recommendation to the member agencies. <br /> <br />A presentation will be made (refer to Attachment 1) summarizing the SBWMA Board's <br />recommendations. Following the presentation the Council will discuss: <br /> <br />1) participating in the contractor selection process as part of the SBWMA; <br /> <br />2) the core and optional programs; <br /> <br />1 <br />
