San Carlos <br /> <br />and San Mateo desire to jointly mitigate traffic congestion by actions designed <br />to reduce the number of single occupant vehicles to increase the participation <br />rate in alternatives to single occupant vehicle commuting during peak traffic periods <br />by 25% in 4 years. <br />SCOPE OF WORK: Each of the five cities have adopted a TSM Ordinance and <br />agreements setting forth the purpose and forming the Intercity Authority. <br />The Authority is seeking an individual or firm to implement the <br /> <br />following goals: <br /> <br />A. Assure that all existing and fu ture employers and complexes <br /> <br />participate in mitigating traffic problems by implementing <br /> <br />TSM measures. <br /> <br />B. Encourage coordination and consistency between public <br /> <br />agencies and the private sector in planning and implementing <br /> <br />transportation programs. <br /> <br />C. Increase public awareness and encourage added public use of <br /> <br />alternatives to commuting by single occupant vehicles. <br /> <br />D. Under the direction of the TSM Board of Directors and <br /> <br />the administration direction of the TSM Supervisory Committee, <br /> <br />the contractor shall: <br />
