EXHIBIT "A"

October 27, 2006

Mr. Phong Du, P.E., Senior Civil Engineer
Engineering & Construction
City of Redwood City
P.O. Box 391
Redwood City, CA 94064

RE: Proposal for Construction Management Services for
Redwood Shores Recycled Water Distribution System Project Bid Packages 3 & 4

Dear Phong:

Thank you for the opportunity to propose to continue to perform construction management for
the Recycled Water system. As a resident, I am pleased to continue to work with you CSG will
use its same experienced team of engineers, inspectors and sub-consultants to support the
City's efforts as it used for bid packages 1 &2.

Per your request, CSG has developed the enclosed estimate of personnel and ancillary services
for the above referenced projects, based on our experience with the previous projects. CSG
has estimated durations and amounts of effort for start-up activities, services during
construction, project coordination, testing and closeout services to be nearly the same as for the
previous projects. We expect that each project will need full-time inspection during most of its
duration, but that latter effort and closeout might offer opportunities for savings, as reflected in a
condensed schedule and reduced effort shown near the project's completion anticipated at the
end of 2007. The attached spreadsheets shows our estimates of services, hourly or itemized
rates and resulting project budget.

Rates are kept the same as currently charged for all engineering personnel, at the City's
request. However, due to increased costs for transportation and support personnel, we have
adjusted the rates for inspection and clerical staff. Our proposal for $892,414 is on a time and
materials basis and CSG will continue to work diligently to use only the amount of services
deemed necessary to properly perform work in a professional manner. We are pleased to note
that our efforts on BP3 are nearly complete and that they are on track to come in about 10%
below our estimate while we deliver these vitally needed projects for residents' benefit.

Should you have any questions or need any additional information please do not hesitate to
C04rz:; 522-2504.

Gordon Siebert, P.E.
Vice President, Operations

Enc: Spreadsheet estimates, BP 3 & 4

1700 South Amphlett Boulevard, 3" Floor; San Mateo, CA 94402
Phone: 650-522-2500; Fax 650-522-2599
Email: csgstaff@csgengr.com; Online at www.csgwebsite.com
