The reviews authorized by Section 6 are waived if a <br />qrantee'~ procurement system is certified. <br /> <br />5. Protest Procedures <br /> <br />a. Grantor agencies may develop an administrative procedure <br />to handle complaints or protests regarding grantee contractor <br />selection actions. The procedure shall be limited as follows: <br /> <br />a. No' protest 'shall be accepted by the grantor aqency until <br />all 'administrative remedies at the grantee level have been <br />exhausted. <br /> <br />b. Review is limited to: <br /> <br />(i) Violations of Federal ~aw or requlations. <br />State or local law shall be under the jurisdiction <br />local au thCl ri ties. <br /> <br />Violations of <br />of State or <br /> <br />(ii) Violations of grantee's protest procedures or failure to <br />review a complaint or protest. <br /> <br />6.
