WHEREAS, meaningful resolution of the destructive competitive forces in

the health care industry requires federal and state legislation which balances the
need for complete, reliable and high quality medical care, particularly for serious
illnesses, irrespective of individual economic limitations, with the opportunity for
health care providers and insurers to recoup their expenses and obtain
reasonable profits;

NOW THEREFORE;

BE IT RESOLVED BY THE COUNCIL OF THE CITY OF REDWOOD

CITY, AS FOLLOWS:

1. This Council hereby expresses its concern regarding the harsh effect

upon individuals and, particularly, senior citizens, resulting from the recent
cancellation by a major health care insurer of its contract with the Sequoia
Medical Clinic in the City of Redwood City, and hereby urges the private
contracting parties to consider the consequences of their actions upon
individuals in making such decisions.

2. This Council hereby urges the federal and state governments, through

the United States Congress, and the California Legislature to enact, as
expeditiously as reasonably possible, comprehensive health care legislation
which provides meaningful, complete, reliable and high quality health care to all
citizens irrespective of their individual economic limitations, and which also
ensures health care providers and insurers the opportunity to recoup expense
and realize a fair return on investment.

2
Reso-568
DES:djk:rg
G:/Shared/Redwood/Council 13 540
01107199, 01112/99R
