In accordance with the requirements of Section 104 (a) <br /> <br />of the Housing and Community Development Act of 1974 (P.L. <br /> <br />93-383), as amended, this Council does hereby adopt a Citizen <br /> <br />Participation Plan. <br /> <br />2.
