""

.

full range of journey level tasks and fulfilling any special require-
ments for the "11" level, the employee could reasonably expect to
progress to the " II II 1 eve 1 based upon the judgment of the department
head.

It is emphasized that flexible staffing does not preclude the City
from identifying certain positions in the class that contain primar-
ily routine and repetitive tasks and assigning those positions to
the "I" level permanently. In these cases, the employee at the "I"
level could not reasonably expect to advance to the "II" level while
in the assigned position.

Advancement to the advanced journey level would be achieved through
compet it ive selection rather than the more routine promotion from
the "I" to the "II" level under the flexible staffing concept. How-
ever, should the City choose not to flexibly staff a given class
series, appointment to the "11" level would also be done through tl'te
traditional competitive selection method. Flexible staffing may
occur within the technical and professional classes.

CLASS SPECIFICATION FORMAT

The class specifications to be contained in the final Classification
Manual will be descriptive and explanatory in defining classes. They
should be interpreted in their entirety and in relation to one
another; particular phrases or examples should not be isolated and
treated as the full definition of the class.

Each class specification may contain all or part of the followi.,g
information:

9
