From the EzecutlYe Director <br /> <br />March 25,2002 <br /> <br />Subject <br />South Main Street Redevelopment Planning Area <br />Redevelopment Plan Implementation and Owner Participation Process - Area Bounded <br />by Maple Street, Railroad Tracks, Chestnut Street and El Camino Real (the "Planning <br />Area"). <br /> <br />Recommendation <br /> 1. That the Redevelopment Board adopt the content of this staff report'as the policy <br /> for implementation of the Redevelopment Plan within the above-defined Planning <br /> Area. The boundary of the proposed Planning Area, including the definition of <br /> areas described as Phase I and Phase II, is more precisely defined on the attached <br /> map. <br /> <br /> 2. That the Redevelopment Board direct staff to begin the Owner Participation process <br /> for implementing the Redevelopment Plan within both Phase I and Phase II of the <br /> Planning Area.' The Agency will expect the Owner-Participant respondents to be <br /> prepared to redevelop the entire Planning Area, consistent with the intent of the <br /> Downtown Area Plan as currently drafted. It is anticipated that Owner respondents <br /> will make proposals for redevelopment of both Phases I and II but with the initial <br /> emphasis being on the Phase I properties. <br /> <br />Proposed Policy for Implementation of the Redevelopment Plan within the Planning <br />Area <br />Staff has been contacted by representatives of auto dealers in the Planning Area who are <br />interested in strengthening, and .perhaps expanding, auto uses in the area. <br />Implementation of the Redevelopment Plan through the establishment of a policy for <br />redevelopment of this Planning Area as recommended in this report, could assist in this <br />effort. The Planning Area proposed in this report is divided into two phases: Phase I, <br />bounded by El Camino Real, Maple Street and Lathrop Street ("Phase I Area") is currently <br />predominantly automotive retail and this Planning area proposal recommends that this use <br />be retained and strengthened; and Phase II bounded by Lathrop Street, Maple Street, the <br />railroad tracks and Chestnut Street ("Phase II Area"). This second phase will be a <br />transition area containing a mix of uses. The auto uses along El Camino Real will have <br />attendant operations (e.g. repair and maintenance) that will cross over Lathrop Street. In <br />addition, the draft Downtown Area Plan refers to this area as the South Main Street <br />Corridor and suggests that the portion of Main Street in .this area "could transition into a <br /> <br /> <br />
