To the Honorable Mayor and City Council <br /> From the City Manager <br /> <br /> March 25, 2002 <br /> <br /> Subject <br /> Consultant Agreement for Fngineering and Landscape Architectural Design Services <br />for the Spinas Park Improvement Project - Engineering File No. 603-02 <br /> <br /> Recommendation <br />Approve and authorize an agreement with Moore lacofano Goltsman, Inc. (MIG), of <br />Berkeley, California, for providing consulting Engineering and Landscape Architectural <br />Design services for the final design of the Spinas Park Improvement Project, in an <br />amount not to exceed $47,560. <br /> <br />Background <br />Spinas Park was originally located mid block on Second Avenue between Bay Road <br />and Broadway. After Fire Station No. 11 was relocated from the corner of Second <br />Avenue and Bay Road to the corner of Second Avenue and Broadway, the corner of <br />Second Avenue and Bay Road became vacant, allowing the expansion of Spinas Park. <br /> <br />The design effort of this expansion started in October of 2000, when a Purchase Order <br />(PO) was issued to MIG for the conceptual design of the project. This conceptual <br />design went through several iterations with input from a neighborhood committee <br />formed in conjunction with the Parks and Recreation Commission. <br /> <br />At this time, we are ready to do the final design and prepare the Contract Documents for <br />advertisement. A complete renovation is not possible due to budget constraints; but <br />this project will improve certain components of the park, and retain the other <br />components that are functioning well. The large area that Fire Station No. 11 used to <br />occupy will become a "Great Lawn" with landscaping and a neW path along the <br />circumference. Furthermore, new picnic areas, a toddler play area, and miscellaneous <br />furnishings will be installed. A new restroom facility will not be part of this contract, but <br />will be designed in-house and contracted separately, prior to this project. A new or <br />refurbishment of fencing around the improved park will be part of this project. <br /> <br />The Committee sees many more potential improvements for this park that the budget <br />cannot accommodate. For this reason, members of the Committee are soliciting for <br />contributions from organizations that are known to sponsor such projects. As results <br />from these efforts come in, the final design will incorporate them as appropriate. <br /> <br /> -1- <br /> <br /> <br />
