March 25, 2002 <br /> <br /> Subject <br /> Amendment to a Professional Services Contract with CH2M Hill <br /> <br /> Recommendation <br /> By resolution, approve the Amendment <br /> <br /> Background <br />On September 11, 2000, the City Council approved a contract to prepare an Environmental <br />Impact Report (EIR) with CH2M Hill. The EIR was to examine the impacts of a Specific Plan <br />that describes development of the South Bayside System Authority (SBSA) property in <br />Redwood Shores and the adjoining Church property and radio station site north of its <br />treatment plant. (Please refer to the attached exhibit). <br /> <br />The Specific Plan stems from an agreement between Redwood Shores Owners Association <br />and a proposed Church at 1406 Radio Road. At the urging of City Council, staff and <br />interested parties worked out a compromise regarding an appeal of a Use Permit for a <br />proposed Church. Part of the compromise was that the parties would prepare a Specific Plan <br />showing all existing and proposed new development for the area. SBSA agreed to be the <br />lead agency and prepare both the Specific Plan and a Environmental Impact Report in return <br />for the Church deeding a small portion of its property to SBSA that will be used as a <br />landscape buffer. <br /> <br />The approved EIR agreement was for a total cost of $123, 472 ($23,472 for the Initial Study <br />and $100,000 for the Environmental Impact Report). The agreement covered work from the <br />pro!ect initiation, preparation of the Draft Environmental Impact Report and Planning <br />Commission attendance. The contract did not, however, include costs of response to <br />comments on the Draft EIR and completion of the Final EIR. The consultant did not want to <br />include these costs at that time because she did not know the extent of comments and work <br />needed. <br /> <br />The consultant now has a better understanding of the required work and is proposing to <br />complete the Final EIR, including two additional public hearings for an additional cost of <br />$25,154 (see attached schedule).. SBSA is aware of this additional cost and has agreed to <br />pay it. <br /> <br />The Planning Commission will review the Final Environmental Impact Report and Specific <br />Plan in the Spring. The City Council will be reviewing the Specific Plan probably sometime <br />in the summer. <br /> <br />Alternatives <br />1. Not approve the agreement, and therefore not cOmplete the Environmental Impact Report <br /> <br /> <br />
