work as a team, it would cleady be beneficial for one agency to assume the lead <br /> agency role. <br /> <br /> Since the design and construction of this project has such significant impact to <br /> Redwood City's Downtown, it is in the City of Redwood City's best interest to become <br /> the Lead Agency. <br /> <br /> What is recommended as responsibilities of the Lead Agency: <br /> Prepare required environmental documentation, and hold hearings. <br /> Hire professional consultants needed to design the project. <br /> Demolish the front addition to the Courthouse. <br /> Reconstruct the front portico of the Courthouse. <br /> Restore the exterior of the Courthouse (all visible portions of the building). <br /> Construct the Courthouse Plaza around the Courthouse. <br /> Maintenance of the Courthouse Plaza <br /> Management of the use of the Courthouse Plaza <br /> <br />What is not recommended as responsibilities of the Lead Agency: <br /> Ownership of the Courthouse. <br /> Interior remodeling. <br /> Operation of the Museum. <br /> Exterior maintenance of the Courthouse. <br /> <br />Alternatives <br />1. Let San Mateo County remain the Lead Agency, and manage the funding, design, <br /> and construction. <br /> <br />2. Only fund the design of the project, and wait until grants and/or private funding can <br /> pay for the construction. <br /> <br />Fiscal Impacts <br />The design, construction, and administration of this project have been estimated to cost <br />$6 million. The majority of the cost is for the reconstruction of the portico and restoration <br />of the building. The estimates we have for construction seem to be fairly complete, and <br />are based on plans prepared by DES Architects/Engineers. ~ <br /> <br />The cost of the Courthouse Plaza is a little more difficult to estimate because there is no <br />design yet. The $6 million project cost includes approximately $660,000 for construction <br />of the Plaza. There is a wide range of possibilities for the design, which will impact <br />costs. <br /> <br />The funding can be provided in two installments. The first installment ($500,000) would <br />allow the hiring of the design consultants to get the design completed. The remaining <br />$5.5 million would have to be allocated to the project prior to going out to bid. <br /> <br /> -2- <br /> <br /> <br />
