REPORT To the Honorable Mayor and City Council <br /> <br /> From the City Manager <br /> <br />March 25,2002 <br /> <br />Subject <br />Assembly Bill 2058 - Bay Area Regional Water Supply and Conservation Act <br /> <br />Recommendation <br />By resolution, support state legislation (AB 2058) to enable local governments responsible <br />for distribution of water in the San Francisco Public Utilities Commission (SFPUC) regional <br />service area to establish a multi-county agency authorized to plan for and acquire <br />supplemental water supplies, to encourage water conservation and use of recycled water <br />on a regional basis, and to assist in the financing of essential repairs and improvements to <br />the regional water distribution system, including seismic strengthening. <br /> <br />Background <br />On February 19, 2002, Assembly members Papan and Dutra submitted AB 2058 to the <br />state legislature. See attached Fact Sheet for Assembly Bil12058. The bill, along with the <br />previously-submitted AB 1823 (Resolution of support passed unanimously by Council on <br />Feb. 11, 2002) has been assigned to the Assembly Committee on Local Government, <br />which will hold concurrent hearings on both bills beginning April 10-, 2002. Testimony and <br />expressions of support from Bay Area Water Users Association (BAWUA) member <br />agencies is essential before then. The Committee for Regional Water Reliability, chaired <br />by Councilmember Ruskin, will be coordinating the advocacy effort with the BAWUA staff, <br />and representing the interests of all BAWUA members. <br /> <br />Alternative <br />Do not support AB 2058. <br /> <br />Fiscal Impact <br />No direct fiscal impact to Redwood City would occur should the City Council pass this <br />resolution. The Settlement Agreement and Master Water Sales Contract between the City <br />and County of San Francisco and certain Surburban Purchasers effective May 25, 1984 <br />delineates the financial terms and conditions in which the SFPUC recovers approximately <br />2/3 of all capitalized system improvements costs via the wholesale water rates paid by <br />BAWUA agencies.
