REPORT To the Honorable Mayor and City Council

From the City Manager

March 25,2002

Subject
Assembly Bill 2058 - Bay Area Regional Water Supply and Conservation Act

Recommendation
By resolution, support state legislation (AB 2058) to enable local governments responsible
for distribution of water in the San Francisco Public Utilities Commission (SFPUC) regional
service area to establish a multi-county agency authorized to plan for and acquire
supplemental water supplies, to encourage water conservation and use of recycled water
on a regional basis, and to assist in the financing of essential repairs and improvements to
the regional water distribution system, including seismic strengthening.

Background
On February 19, 2002, Assembly members Papan and Dutra submitted AB 2058 to the
state legislature. See attached Fact Sheet for Assembly Bil12058. The bill, along with the
previously-submitted AB 1823 (Resolution of support passed unanimously by Council on
Feb. 11, 2002) has been assigned to the Assembly Committee on Local Government,
which will hold concurrent hearings on both bills beginning April 10-, 2002. Testimony and
expressions of support from Bay Area Water Users Association (BAWUA) member
agencies is essential before then. The Committee for Regional Water Reliability, chaired
by Councilmember Ruskin, will be coordinating the advocacy effort with the BAWUA staff,
and representing the interests of all BAWUA members.

Alternative
Do not support AB 2058.

Fiscal Impact
No direct fiscal impact to Redwood City would occur should the City Council pass this
resolution. The Settlement Agreement and Master Water Sales Contract between the City
and County of San Francisco and certain Surburban Purchasers effective May 25, 1984
delineates the financial terms and conditions in which the SFPUC recovers approximately
2/3 of all capitalized system improvements costs via the wholesale water rates paid by
BAWUA agencies. As a result, future water rates for all water users will increase.

Peter Ingram ~)' Ed E~erett
Ira R~skin
Director, Public Works Se~ices City Manager Cou~il Member
Attachments
1.
