<br />EXHIBIT "A" <br /> <br />SCOPE OF SERVICES <br /> <br />Scope of Work <br /> <br />Conduct a Literature Review of Theeries and Best Practices <br /> <br />RC2020 leadership is interested in a deeper understanding the academic literature that <br />substantiates their coordinated services model, as well as the community impact of <br />institutions such as Community Schools. LFA will conduct an academic and policy <br />literature review which will enable RC2020 to connect its model and services more <br />closely to the field's most up-to-date knowledge of how to create community impact, as <br />well as what the established best practices are. <br /> <br />Develop an Evaluation Framework <br /> <br />Evaluation activities have been in place for several years at the Redwood City <br />Community Schools. RC2020 leadership has already identified relevant outcomes, <br />determined a set of indicators to use to measure the outcomes, set up and carried out <br />data collection procedures, and has produced yearly reports that summarize outcome <br />findings for each school site. There are, however, two primary ways in which an <br />evaluator can contribute to the further development of the evaluation framework: <br />. Work with RC2020 leadership to explicitly delineate how to test the <br />hypothesis that their coordinated services model is a highly effective way <br />to support families and children, and how to best understand the <br />community impact of the initiative programs. This would entail convening an <br />Advisory Group comprising RC2020 leadership, site coordinators, and providers. <br />At the Advisory Group meetings, evaluators would hear from stakeholders about <br />what would be most useful in the evaluation for program feedback, what <br />measures are key in demonstrating community impact, and how to best validate <br />the model of service delivery. Advisory Group members will also have a role in <br />reviewing key informant interview and focus group protocols. <br />. Streamline the outcomes evaluation. Evaluators can help RC2020 leadership <br />to identify what outcomes are most important for program feedback and for <br />understanding how their model works, and can also help to identify the best <br />indicators to measure those outcomes. <br /> <br />Collect Preliminary Qualitative Data on the Impact of Community Schools <br /> <br />A central focus of the evaluation will be to assess the cumulative, aggregate impact of <br />Community Schools on the larger community. As a critical first step in understanding <br />these effects, evaluators will convene a meeting of parents and other community <br />members to facilitate a dialogue about how the Community Schools and family resource <br />centers have affected their families and community.
