EXHIBIT "A"

SCOPE OF SERVICES

Scope of Work

Conduct a Literature Review of Theeries and Best Practices

RC2020 leadership is interested in a deeper understanding the academic literature that
substantiates their coordinated services model, as well as the community impact of
institutions such as Community Schools. LFA will conduct an academic and policy
literature review which will enable RC2020 to connect its model and services more
closely to the field's most up-to-date knowledge of how to create community impact, as
well as what the established best practices are.

Develop an Evaluation Framework

Evaluation activities have been in place for several years at the Redwood City
Community Schools. RC2020 leadership has already identified relevant outcomes,
determined a set of indicators to use to measure the outcomes, set up and carried out
data collection procedures, and has produced yearly reports that summarize outcome
findings for each school site. There are, however, two primary ways in which an
evaluator can contribute to the further development of the evaluation framework:
. Work with RC2020 leadership to explicitly delineate how to test the
hypothesis that their coordinated services model is a highly effective way
to support families and children, and how to best understand the
community impact of the initiative programs. This would entail convening an
Advisory Group comprising RC2020 leadership, site coordinators, and providers.
At the Advisory Group meetings, evaluators would hear from stakeholders about
what would be most useful in the evaluation for program feedback, what
measures are key in demonstrating community impact, and how to best validate
the model of service delivery. Advisory Group members will also have a role in
reviewing key informant interview and focus group protocols.
. Streamline the outcomes evaluation. Evaluators can help RC2020 leadership
to identify what outcomes are most important for program feedback and for
understanding how their model works, and can also help to identify the best
indicators to measure those outcomes.

Collect Preliminary Qualitative Data on the Impact of Community Schools

A central focus of the evaluation will be to assess the cumulative, aggregate impact of
Community Schools on the larger community. As a critical first step in understanding
these effects, evaluators will convene a meeting of parents and other community
members to facilitate a dialogue about how the Community Schools and family resource
centers have affected their families and community.
