The Redwood City staff has also reviewed these fees and
has found that they do adequately cover the costs for landscape review and
inspection. Another alternative instead of fixed fees is to bill for the
exact amount of time spent on each project. This would require additional
staff time to administer each application, perhaps 200 applications per year,
and would most likely increase the total cost to each applicant, making it
more costly than the fixed fee. This fee may seem high, but it allows the
staff to inspect the construction of the landscaping improvements just as a
Building Permit allows for the inspection of a building as it is constructed.
