<br />one ten-foot sidewalk area. The adjacent property will have to provide <br />another parking lane and an additional ten-foot sidewalk area. This <br />will be required because the D.K. Development Company property will have <br />90 to 95 dwellings using this roadway, and it will also have to be avail- <br />able for emergency vehicles. Also, there may be a significant time lag <br />between the development of the two properties (see the section regarding <br />the Williamson Act). <br /> <br />The terminus of this or any other roadway will have a cul-de-sac or turn- <br />around area with a minimum curb radius of 40 feet. <br /> <br />Offsite improvements will also be required because of the development <br />of the property. The major improvement will be the installation of a <br />traffic signal at the intersection of Woodside Road and Kentfield Avenue. <br />The most equitable way to provide the signal is to have each property <br />developer pay a proportional share of the price. A rough estimate for <br />the cost of the signal is $200,000, and D.K. Development Company has <br />22.7 percent of the land in the Horgan Tract. This would mean $45,390 <br />as their share of the traffic signal. The major shortfall with assessing <br />properties this way is that the City does not have $154,610 which is <br />needed for the rest of the signal, and there may not be any further <br />development ~~thin the Horgan Ranch for many years. The signal will <br />have to be provided, or there will be a significant traffic bottleneck <br />at this new intersection and at the existing Atherwood Avenue intersection. <br /> <br />An alternative would be to limit the number of dwellings within the D.K. <br />Development Company property to where the impact would be minimal and <br />no traffic signals would be required. <br /> <br />Other offsite improvements include the closing of the median at Atherwood <br />Avenue and possible lane ~rking and channelization on Woodside Road. <br /> <br />Recommendations: <br /> <br />1. Horgan Avenue and Kentfield Avenue will have a 60-foot right-of- <br />way for the majority of its length into the ranch area. <br /> <br />2. The remainder of Horgan Avenue, Kentfield Avenue, and the loop <br />connector will be a standard 54-foot right-of-way street. <br /> <br />3. Parkwood Way from its existing terminus to Kentfield'Avenue <br />will be a standard 54-foot wide public street. <br /> <br />4. All other public streets within the Horgan Ranch wil1 be standard <br />54-foot wide streets. <br /> <br />5. Private streets will have a ~n~mum of 25 feet of width curb-to- <br />curb, and there will be at least 2.25 parking spaces per unit <br />~hen there are private streets. <br /> <br />6.
