<br />I. INTRODUCTION <br /> <br />A. Scope <br /> <br />The San Mateo County Telecommunications Authority (SAMCA T) is a <br />joint powers agency whose member municipalities have joined together to deal <br />with cable system and telecommunications regulation. <br /> <br />At present, the SAMCA T member jurisdictions include: <br /> <br />County of San Mateo <br />City of Belmont <br />City of Brisbane <br />City of Burlingame <br />Town of Colma <br />City of Daly City <br />City of Foster City <br />City of Half Moon Bay <br />Town of Hillsborough <br />City of Millbrae <br />City of Pacifica <br />Town of Portola Valley <br />City of Redwood City <br />City of San Bruno <br />City of San Carlos <br />City of San Mateo <br />City of South San Francisco <br />Town of Woodside. <br /> <br />Nine of the eighteen SAMCA T jurisdictions have an agreement with RCN <br />Telecom Services, Inc. (RCN) to provide video services. Seven of the nine have <br />cable franchise agreements while the other two have Open Video System (OVS) <br />agreements. The communities with RCN agreements are as follows: <br /> <br />County of San Mateo - OVS Agreement <br />City of Belmont - Cable Agreement <br />City of Burlingame - Cable Agreement <br />City of Daly City - Cable Agreement <br />City of Millbrae - Cable Agreement <br />City of Redwood City - Cable Agreement <br />City of San Carlos - Cable Agreement <br />City of San Mateo - Cable Agreement <br />City of South San Francisco - Cable Agreement <br /> <br />On September 20 and 21, 2006. the above indicated SAMCA T members <br />received a request from RCN to transfer each agreement to Astound Broadband, <br />LLC (Astound) a wholly-owned subsidiary of WaveDivision Holdings, LLC <br />(WaveDivision). The request letter was accompanied by a completed Federal <br />Communications Commission Form 394. which is the form officially designated <br />as "Application for Franchise Authority Consent to Transfer Control of Cable <br />Television Franchise." The Form 394 provides specific information to local <br />franchise authorities to assist them in evaluating the transfer request. <br /> <br />1 <br /> <br />6.30 <br />Page 40 <br />
