MINUTE ORDER 06-232 <br /> <br />************************************************************************************************************************* <br /> <br />7. STAFF REPORTITASK FORCE REPORT <br /> <br />A. Community Tree Task Force Recommendations to City Council <br /> <br />Planning Manager Ekas introduced the topic, stating that the Task Force is an <br />innovative, hard working group of people who worked from March through <br />September. She further thanked staff members for their support. She further <br />described the notification process for this meeting and introduced Derby Davidson <br />and Isila Oliver who reported the Task Force recommendations. (PowerPoint <br />presentation on file) <br /> <br />Mr. Davidson explained the Vision, Urban Conditions, and Policies and <br />Procedures outlined by the Task Force. <br /> <br />Ms. Oliver described the Enforcement, Maintenance, Budget and Education <br />components of the Task Force recommendations. She further thanked Mayor <br />Pierce and the City for canvassing community participation and involvement in <br />putting forth the recommendations. <br /> <br />Council Members asked various questions such as whether the policy applies to <br />all trees on the property, how much information was obtained from other <br />communities, level of fines. Comments included that regulations should be <br />tailored according to neighborhoods, commended the Task Force for the work, <br />consideration toward trees that might pose obstacles to pedestrians <br /> <br />Public Comment <br />Alan Carson asked whether there might be credit for having enhanced <br />landscaping with trees where nothing existed previously. He questioned pruning <br />permits being annual and revocable and asked if where knowledgeable in pruning <br />the homeowner might do the pruning. He stated that current best practices should <br />be endorsed about the removal permits and penalties for the permits related to <br />trees. He also suggested a contest be held to find the 100 largest trees, different <br />species, etc. He asked who decides what a nuisance tree is. <br /> <br />Chris Bush extended appreciation to the Task Force and stated her <br />disappointment in the process of the Task Force, resulting proposal, and <br />recommendations.
