<br />8C <br />Page 20 <br /> <br />Equivalent Fare Box Ratio (EFR) <br /> <br />The San Mateo County Transit 'District (SamTrans) and the Peninsula Corridor Joint <br />Powers Board (JPB - operator of Caltrain) use a variety of criteria to determine if shuttle <br />routes are sufficiently cost effective for continued funding. Because the shuttles do not <br />charge a fare, the district uses the ~Equivalent Fare Box Ratio" (EFR), as one standard. <br />This method assumes that each rider pays a $1 fare. This fare, in a paid system, would <br />then help defray operating expenses. With this in mind, the EFR. which is "Ridership. <br />divided by "Cost," is a major determinant of continued funding. The district uses a <br />graduated scale performance standard, beginning with greater than 10% at 6-months <br />and ending with greater than 25% by the end of year two. In other words, the more <br />riders transported in relation to ones costs, the higher the EFR. Figures 3 through 7, <br />display the EFR for all Alliance managed BART, Caltrain, BART/Caltrain and Non- <br />Employer shuttle routes from October 2005 - September 2006. <br /> <br />BART ridership has generalty stabilized on South San Francisco's Oyster Point route <br />(Figure 3) and Utah-Grand routes.' Genentech Inc; will join the Utah-Grand route with <br />service to one of their new campuses.
