The Blue line connects residents with a variety of shopping
areas, while the Red line serves.adifferent area,__enhancing SamTrans 251 service
before connecting with the Hillsdale Caltrain station. These two routes transport a fair
amount of school-aged children when school is in session. The Red Line has
dramatically increased ridership as can be' attested by the large volume of calls to the
Alliance for this route.

Expect a dramatic decrease in EFR on the Foster City Blue and Red Lines as a large
rate increase begins in the 2nd Quarter.

Cost Per Passenger (CPP)

Another important performance1'tgare is the .Costper.Passenge,.... (CPP-)~ This is ~Cosr
divided by "Ridership. n The district uses a- graduated scale- performance-standard.
beginning with targets of $10 within 6-months and ending at less than $4 by the end of
the second year. In other words, the more rlders transported in relatiQn to ones daily
costs, the lower the CPP. Figures 8 through 12, on 1he following pages, display the
CPP for all Alliance managed BART, Caltrain, BARTlCaltrain and Non-Employer
shutttes from September 2005 - October 2006. Refer to the EFR section for the
narrative. CPP and EFR have an inverse relationship.

8
