<br />REPORT <br /> <br />6.10 <br />Page 1 <br /> <br />1.0 the Honorable Mayor and City .Council <br />From the Oity Manager <br /> <br />January 8, 2007 <br /> <br />Subject <br />Purchase of one (1) 2,000 gallon water tanker truck <br /> <br />Recommendation <br />By Motion, approve the purchase of one (1) 2,000 gallon water tanker truck in the amount <br />of $150,872.36 from West-Mark of Ceres, CA under the State of California Office of <br />Procurement Multiple Award Schedule (CMAS) Contract #4-96-42-0001 A. <br /> <br />Background <br />The Parks, Recreation and Community Services Department have a 1987 water tanker <br />truck which is scheduled for replacement. The primary use of this water tanker truck is for <br />distributing water to City shrubs and trees, dust control and pavement washing. The West- <br />Mark water tanker, in addition to the above mentioned uses, also has a high pressure fire <br />.apparatus pumping system when tendering water is required and is also designed as a <br />potable water truck in the event of an emergency. <br /> <br />Alternative <br />Not approving the purchase of this water tanker truck would impact the operational <br />requirements of the Parks, Recreation and Community Services Department. Their <br />existing water tanker truck is extremely worn from heavy daily lJse. It would not be <br />economically sound to invest in the continued repair of this water tanker truck due to its <br />current age and condition. Cooperative purchasing provisions under RedWOod City Code <br />Section 2.80 make it possible for the City to benefit from farger-volume purchases. Fleets <br />using these provislons realize a significant savings from prevailing fleet prices. <br /> <br />Fiscal Impact <br />Funds for the purchase of this replacement water tanker truck were approved by City <br />Council in the FY 2006/07 Equipment Replacement Fund Budget in the amount of <br />$118,900. The remaining balance of $31,972.36 will initially be financed from retained <br />earnings in the Equipment Replacement .Fund. This amount will be subsequently <br />recovered from the operating budget of the user department through the vehicle <br />replacement charges in future years. The two main reasons for the price difference <br />between what was budgeted compared to actual purchase price is 1) the increase in the <br />cost of steel and 2) the increased cost of the 2007 diesel engine which was completely <br />redesigned to meet the stringent 2007 emission standards mandated by Environm ntal <br />Protection Agency.
