R. r.. <br />...... .........'.. ...... <br />. . <br />.." . . <br /> <br />6.1G <br />Page 1 <br /> <br />To too-Honorable Mayor and City Council <br />From the City Manager <br /> <br />January 8, 2007 <br /> <br />Subject <br />Statewide One-Stop Rebate Program Participation Agreement <br /> <br />Recommendation <br />By motion, approve and ,!uthorize execution of an agreement with the California Urban <br />Water Conservation Council for Redwood City's participation in a Statewide One-Stop <br />Rebate Program co-funded through a Proposition 50 grant, for the City's participatien cost <br />of $68,663.76. <br /> <br />Background . <br />In June 2005, the California Urban Water Conservation Council (CUWCC), a non-profit <br />organization created in 1991 to increase efficient water use statewide through partnerships <br />among urban water agencies, pUblic interest organizations, and private entities, was <br />awarded $2,428,123 in grant funding under Proposition 50. <br /> <br />Water agency members of-CUWCC, which include Redwood City, are eligible to-participate <br />in Statewide conservation programs co;.funded through the Prop. 50 grant. Under this <br />program the CUWCC will provide program management and administration services, which <br />include program marketing and customer outreach, rebate processing and issuance, <br />database administration, customer service and verifications and inspections relating to <br />these programs. <br /> <br />Due to the limited amount of funding and the high number of water agencies wilting to <br />participate in these programs, the ntJmber of grant funded rebates for each agency was <br />limited to achieve balanced Statewide participation. Under this program, Redwood CitywiJI <br />be participating in the following rebate programs: commercial coin-laundry operated <br />laundry washers, pressurized water-brooms, X-Ray film retrofit, commercial flushometer <br />type toilet replacement, and cooling tower retrofit. The total project cost is $133,154.67, of <br />which $64,490.91 would be funded by the Prop. 50 grant and $68,663.76 funded by <br />Redwood City. <br /> <br />Alternative <br />The Council could elect not to participate in the Statewide programs and direct staff to <br />develop the City's independent programs. However, that would increase the City's cost for <br />the programs and would require additional staffing to support program development and <br />administration. <br /> <br />Fiscal Impact <br />Funding for participating in these conservation programs in the amount of $68,663.76 is <br />available in the Water Enterprise Fund Capital Improvement Program budget. <br /> <br />Page 1 of 2 <br />
