<br />SWC:djk 4/14/87 <br /> <br />(#32) <br /> <br />The D/WBE Liaison Officer shall develop, <br />implement the D/WBE Program on a day-to-day basis. <br />Officer shall: <br /> <br />manage and <br />The Liaison <br /> <br />o <br /> <br />Develop and carry out technical assistance programs for <br />D/WBE's. <br /> <br /> <br />Arrange solicitations, time for the presentation of <br /> <br />bids, quantities, specifications, and delivery <br /> <br />schedules so as to facilitate the participation of <br /> <br /> <br />D/WBE' s. Where such changes are found necessary to <br /> <br />increase D/WBE utilization, they will be made in <br /> <br /> <br />consultation and cooperation with the Department <br /> <br /> <br />involved. <br /> <br />Provide guidance to D/WBE's in overcoming barriers, <br /> <br /> <br />such as inability to obtain bonding or financing. <br /> <br /> <br />Carry out information and communication programs on <br /> <br />contracting opportunities in a timely manner. Programs <br /> <br /> <br />shall be bilingual where appropriate. <br /> <br />Investigate the services offered by banks owned and <br /> <br /> <br />controlled by Disadvantaged Business and Women Business <br /> <br /> <br />Enterprises. <br /> <br />Unless noted elsewhere herein the listing of D/WBE' s <br /> <br />certified by Caltrans will be utilized for projects <br /> <br /> <br />within the purview of Caltrans. For other projects, <br /> <br />lists provided by Golden State Business League, Inc., <br /> <br />will be utilized. Said listing is to be made available <br /> <br /> <br />to all project bidders.
